The Effects of Introduction of Co-payment System on the Medical Aid Beneficiaries’ Health Care Usage in Korea

In order to suppress the excessive medical care use of the medical aid beneficiaries, Korea Medical Aid Program for the poor underwent a fundamental reform in 2007. One of the most significant aspects of the reform was the introduction of co-payment system for out-patient services. This paper aims to analyze the change of the medical care use of the medical aid beneficiaries after the reform. Specifically, we assess the effects of the introduction of co-payment system for out-patient services on the medical care use of the beneficiaries, by estimating the amount (i.e. number of the out-patient and in-patient services) of medical care use of the aid beneficiaries, as compared to that of Korea National Medical Insurance subscribers. Since medical aid beneficiaries and medical insurance subscribers differ not only in socio-economic status but health conditions, we employ a Propensity Score Matching (PSM) for the sample of the two groups during period 2005 - 2009, and then conduct a regression analysis. We find that while the aid beneficiaries had out-patient treatment about 11 times more than the insurance subscribers before the reform, there were no statistically significant difference between the two groups after the reform.
